Experience:
Privatization Commission: Senior Financial Consultant
During his stay with the Privatization Commission, spanning over twelve years as Senior Financial Consultant. Mr. Asghar was involved in guidance and monitoring the progress of assignments, analytical review and finalization of the valuation reports of consultants, monitoring of World Bank loans following World Bank Procurement procedures, Banking and tax matters. Ha has substantial knowledge of PPRA rules and regulation related to the public sector billing process.

He was also involved in preparation of bidding documents / information memorandum for perspective bidders, presentation and participation in the meetings of Board of Privatization Commission headed by

Federal Minister / Chairman and CCOP chaired by Prime Minister.
He also was involved in drafting of Sale Agreements for handing over of the enterprises to the new buyers; Defining the Terms of Reference for auditors to conduct joint audit to determine movement in net worth of the enterprises between bidding and handing over dates; Implementation of Voluntary Separation Scheme (VSS)
Golden Hand Shake Scheme (GSS) for employees of enterprises; Monitoring and adjustment of liabilities picked up by Government of Pakistan in certain enterprises which were not passed on to the buyers; Preparation of the Annual Budget of the privatization proceeds and related disbursement.
